BOULDER, CO (July 18, 2012) -- A new report released today by the National Education Policy Center (NEPC) at the University of Colorado shows that students at K12 Inc., the nation?s largest virtual school company, are falling further behind in reading and math scores than students in brick-and-mortar schools.

These virtual schools students are also less likely to remain at their schools for the full year, and the schools have low graduation rates. ?Our in-depth look into K12 Inc. raises enormous red flags,? said NEPC Director Kevin Welner.

The report?s findings will be presented in Washington today to a national meeting of the American Association of School Administrators (AASA), where the report?s lead author, Dr. Gary Miron, is scheduled to debate Dr. Susan Patrick, president and CEO of the International Association for K?12 Online Learning. The report is titled, Understanding and Improving Full-Time Virtual Schools.

?Our findings are clear,? said Miron, an NEPC fellow, ?Children who enroll in a K12 Inc. cyberschool, who receive full-time instruction in front of a computer instead of in a classroom with a live teacher and other students, are more likely to fall behind in reading and math. These children are also more likely to move between schools or leave school altogether ? and the cyberschool is less likely to meet federal education standards.?

K12 Inc. schools generally operate on less public revenue, but they have considerable cost savings, says Miron. They devote minimal or no resources to facilities, operations, and transportation. These schools also have more students per teacher and pay less for teacher salaries and benefits than brick-and-mortar schools.

?Computer-assisted learning has tremendous potential,? said Miron. ?But at present, our research shows that virtual schools such as those operated by K12 Inc. are not working effectively. States should not grow full-time virtual schools until they have evidence of success. Most immediately, we need to better understand why the performance of these schools suffers and how it can be improved.?
Student performance results from the current study are clearly in line with the existing body of evidence, which includes state evaluations and audits of virtual schools in five states as well as a more rigorous study of student learning in Pennsylvania virtual charter schools conducted by the Center for Research on Education Outcomes (CREDO) at Stanford University. CREDO?s study found virtual-school students ended up with learning gains that were ?significantly worse? than students in traditional charters and public schools.

Miron and co-author Jessica L. Urschel, a doctoral student at Western Michigan University, analyzed federal and state data sets for revenue, expenditures, and student performance. In terms of student demographics and school performance data, the researchers studied all of K12?s 48 full-time virtual schools. In terms of revenues and expenditures, they used a federal data set that includes seven K12 Inc. schools from five different states (Arizona, Arkansas, Idaho, Ohio and Pennsylvania), although these seven schools accounted for almost 60 percent of all of K12 Inc.?s enrollment from 2008-09, which is the most recent year of available finance data.

Key findings include:
? Math scores for K12 Inc.?s students are 14 to 36 percent lower than scores for other students in the states in which the company operates schools.
? Only 27.7 percent of K12 Inc.?s schools reported meeting Adequate Yearly Progress (AYP) standards in 2010-11, compared to 52% for brick-and-mortar schools in the nation as a whole.
? Student attrition is exceptionally high in K12 Inc. and other virtual schools. Many families appear to approach the virtual schools as a temporary service: Data in K12 Inc.?s own school performance report indicate that 31% of parents intend to keep their students enrolled for a year or less, and more than half intend to keep their students enrolled for two years or less.
? K12 Inc.?s schools spend more on overall instructional costs than comparison schools ? including the cost of computer hardware and software, but noticeably less on teachers? salaries and benefits.
? K12 Inc. spends little or nothing on facilities and maintenance, transportation, and food service.
? K12 Inc. enrolls students with disabilities at rates moderately below public school averages, although this enrollment has been increasing, but the company spends half as much per pupil as charter schools overall spend on special education instruction and a third of what districts spend on special education instruction.

?Part of K12?s problem seems to be that it skimps on special education spending and employs few instructors, despite having lower overhead than brick-and-mortar schools,? said the NEPC?s Welner, who is a professor of education policy at the University of Colorado.

Also, students enrolled at K12 Inc. cyberschools are much less likely to remain ? raising inter-connected issues of mobility, attrition and graduation rates.

?Our research highlights a number of significant issues at K12, Inc. schools, and we recognize that these issues are also of concern at other full-time virtual schools,? said Miron. ?We need a better understanding of how this new teaching and learning model can be most effective, so that full-time virtual schools can better serve students and the public school system as a whole.?

Heat, drought make for more flavorful produce

MILWAUKEE (AP) ? Chef Dan Jacobs expected his recent batch of jalape?o poppers to be tame because peppers grown at this time of the year are generally mild. But he quickly discovered that his spicy appetizer carried an unexpected fire.

"Wow, those things are no joke. They are hot," said Jacobs, the top chef at Roots Restaurant and Cellar in Milwaukee. "At this time of year, they shouldn't be this hot. But the warm weather, the no rain, that's going to cause that."

Temperatures above 100 degrees and droughtlike conditions have baked parts of the upper Midwest for weeks, taking a severe toll on corn and soybeans. But the heat brought an expected benefit for peppers and other crops: Their flavors became unusually concentrated, producing some of the most potent-tasting produce in years.

In peppers, that means the difference between a lightly tingling tongue and heavily watery eyes. The effect comes from alkaloids, the substance that binds to heat receptors on the tongue.

"Peppers really like hot weather," said Irwin Goldman, a horticulture professor at the University of Wisconsin-Madison. "When it's dry and hot outside, you'll get a higher concentration of alkaloids."

The same phenomenon also happens in onions, garlic and certain fruits, he said.

Scientists say a pepper's hotness is generally determined by genetics, although environment can play a role. Long hot days cause peppers to produce more capsaicin, the specific alkaloid that delivers the spicy kick.

The absence of water also has an effect. The higher a vegetable's water content, the larger and juicier it is, but the more diluted the flavor.

Farmers say they've noticed a taste difference in several of their crops over the past month or so. Cindy Chapman, who raises corn, beets and other vegetables, said she noticed that the radishes she harvested earlier in the year were especially flavorful.

"They were much hotter, really sharp," said Chapman, a farmer in East Troy. "Some people won't eat them when they're that sharp, and then there are other people who love the stronger flavor."

This kind of weather can also cause melons to be especially sweet, said Jim Nienhuis, who also teaches horticulture at UW-Madison. Cantaloupes originated in the Middle East, and watermelons came from the deserts of Africa, so they've been thriving.

"Hot, dry conditions result in higher rates of photosynthesis, leading to higher concentrations of fruit sugars," he said in an email.

Bruce Sherman, executive chef at the North Pond Restaurant in Chicago, has noticed. His restaurant gets its fruits and vegetables from farms in Illinois, Indiana, Michigan and Wisconsin, and his recent batches of cantaloupes and cucumbers have been exceptionally sweet.

Sherman said he might use cantaloupe in a melon gazpacho or a cucumber-melon-corn salad.

"We might not dress it as heavily if the integral flavor is better by itself," he said.

He said he hadn't gotten any unusually spicy peppers yet, although one supplier told him that her jalape?os and Serrano peppers were twice as hot as usual.

While fruits and vegetables with lower water concentrations can have a sharpened taste, they'll also generally be less juicy. David Witte, a West Bend farmer, said that could be good or bad.

"One person might like that there's more flavor but less juice, and the person next to him might like a tomato that you cut into and see the juice come out," he said.

The current phenomenon will only last as long as weather in the Midwest remains hot and dry. The heat wave has already moderated in some places, and rain could serve to reduce the flavor concentrations.

Some cooks might take advantage of that brief window to hoard hot peppers for five-alarm chili or extra-spicy salsa. But Jacobs said he didn't plan to offer any special dishes with his fiery jalape?os, grown in Grafton.

If anything, the extra potency means he has to go out of his way to make sure his dishes stay consistent.

"I think we'd just be more careful how we use them in salsa or sauce. We might use one instead of three," he said. "The ones that are super-spicy are no joke. They will rip you apart."

22 NATO supply trucks destroyed in attack; Afghan, coalition troops killed in other assaults

KABUL, Afghanistan - The Taliban detonated a bomb on a fuel tanker Wednesday and then opened fire on other NATO supply trucks, destroying 22 vehicles loaded with fuel and other goods for U.S.-led coalition forces in Afghanistan.

Elsewhere in the country, a suicide bomber killed three Afghan soldiers at a checkpoint in the east, while militants killed nine more government troops in an ambush in the south. Three NATO service members were also killed in insurgent attacks.

The violence comes as Afghan forces are taking charge of security in more areas across the country ahead of the planned withdrawal of the U.S.-led coalition's combat forces by the end of 2014. To show they remain a resilient force, insurgents are conducting targeted attacks, even in relatively peaceful parts of the country.

One of the places is Samangan province in the north, where the Taliban said they attacked NATO supply trucks parked overnight in the Rabatak area.

"We put explosives on a fuel tanker. When it exploded, we fired on the trucks," Taliban spokesman Zabiullah Mujahid told The Associated Press by telephone.

Sidiq Azizi, a spokesman for the province, said many tankers and semi-trailers caught fire after the bomb went off around 2 a.m.

Hours later, plumes of thick black smoke still billowed from the area, and firefighters were spraying water on the burning vehicles.

"There was a big boom," Azizi said. "It's possible that is was a magnetic bomb from insurgents. We are investigating."

"I counted 20 fuel tankers burning. There is still a very big fire," said Azizi, who was at the scene. "The weather is very hot and it's hard to get close to the fire."

The tankers in the convoy were transporting fuel south toward the Afghan capital, Kabul, from neighboring Uzbekistan to the north.

Earlier this week, militants destroyed three NATO supply trucks in Sayd Abad district of Wardak province in eastern Afghanistan.

Convoy traffic in the east has increased since Pakistan reopened its border crossings about two weeks ago. Islamabad blocked NATO supply trucks for seven months in retaliation for U.S. airstrikes that killed 24 Pakistani soldiers.

In the suicide blast in the east, a man wearing an Afghan army uniform blew himself up at a checkpoint in Logar province, killing three Afghan troops, said provincial spokesman Din Mohammad Darwesh. The Taliban issued a statement claiming responsibility for the attack in Baraki Barak district. Two other Afghan soldiers and a translator were wounded.

The Helmand provincial governor's office said the Afghan soldiers died when armed militants attacked an Afghan National Army checkpoint in Washer district. Seven insurgents were killed in the attack, the governor's office said. Insurgents also clashed Tuesday night with Afghan police in Nad Ali district. An insurgent commander was killed and six other militants were captured during the battle, the governor's office said.

Insurgents are trying to regain territory they lost during the past two years when tens of thousands of U.S., NATO and Afghan forces routed them from their strongholds in the south.

NATO said two service members were killed in a roadside bombing Wednesday in the east, while another died Tuesday in an insurgent attack in the south. So far this year, 240 coalition service members have been killed in Afghanistan, including at least 172 Americans.

Also Wednesday, NATO also said a coalition helicopter crashed in the west, injuring two other service members. No other information has been released about the crash, which is under investigation.

Bond yields fell to their lowest level since before that rescue following Friday's announcement, and there is now real hope that the deal could boost Ireland's chances of returning to the markets by the end of next year.

That would mean Ireland could exit the bailout program and regain economic sovereignty.

The breakthrough was only possible because of the difficulties of Spanish banks, and a warning by their Prime Minister that the country would not be able to afford borrowing at current bond yields for much longer.

There were also fears that Italy could be in serious trouble too.

German chancellor Angela Merkel had been strongly opposed to the idea of allowing governments to be bypassed and for EU bodies to lend directly to banks.

But Italy's prime minister Mario Monti threatened to withhold support for a ?120bn growth package that was agreed at the summit, if something wasn't done about bank debt.

The summit was the 20th since the euro crisis began, and undoubtedly the most significant for Ireland since the country entered its rescue program.

As well as funds from the new ESM (European Stability Mechanism) into banks without putting them on the State's balance sheets, EU leaders also promised to "examine the situation of the Irish financial sector with the view of further improving the sustainability of the well-performing adjustment program."

While Ireland will not have any of its debts forgiven, the new policy will allow Ireland to re-engineer the loans and put them on a longer term basis of possibly 35 or 40 years.

That would reduce the burden on Irish taxpayers and improve the prospects of economic growth.

"What was deemed to be unachievable has now become a reality and that principle has been established, decided and agreed upon by the council and heads of government," Mr Kenny said.

"That means that heads of governments' decision will now be referred to the eurogroup [of eurozone finance ministers] for an analysis of how best this might be used in Ireland's case to re-engineer the debt burden... which is what we set out to do.

"In the case of countries that are going to be involved here, where funding is made available through the EFSF it will later be transferred to the ESM, and that is also the case in reference to Spain.

"The fundamental principle of the ESM providing funding to break the link between sovereign and bank debt has now been agreed by the heads of government. It allows in Ireland's case the opportunity to re-engineer in a number of ways the debt burden on our taxpayers," he said.

Central Bank Governor Professor Patrick Honohan said the deal was welcome.

"If financial markets and growth conditions in Europe can indeed be stabilized; if financing conditions for Ireland can be improved; and if restraint remains the policy watchword at home, the corner can soon be turned," he said.

Finance Minister Michael Noonan said the details of the new arrangements for Ireland will be worked out between now and the end of the year.

He said the deal would not make this year's budget any easier - as Ireland is still spending far more than it takes in tax revenues.

But he said it was a good news story that will lead to significant savings in the long term.

(AP) ? A Canadian company's failure to deal adequately with cracks in an oil pipeline and its slow response to a 2010 rupture in southwestern Michigan likely caused the most expensive onshore oil spill in U.S. history, the National Transportation Safety Board said Tuesday.

Enbridge Inc. knew in 2005 that its pipeline near Marshall, a city 95 miles west of Detroit, was cracked and corroded, but it didn't perform excavations that ultimately might have prevented the rupture, NTSB investigators told the five-member board at a meeting in Washington.

Investigators also faulted Enbridge control center personnel for twice pumping more oil into the line after the spill began and failing to discover what had happened for more than 17 hours, when an employee of a natural gas company notified them.

The board voted to approve the findings and 19 recommendations for safety improvements after testimony concluded.

The NTSB doesn't have the power to regulate pipeline companies, but its safety recommendations carry significant weight with lawmakers, federal and state regulators, and industry officials. Results of its investigations sometimes are used in lawsuits.

The spill dumped about 843,000 gallons of heavy crude into the Kalamazoo River and a tributary creek, fouling more than 35 miles of waterways and wetlands. About 320 people reported symptoms from crude oil exposure.

Enbridge's cleanup costs have exceeded $800 million, which NTSB Chairman Deborah Hersman said was more than five times greater than the next-costliest onshore spill ? a 2005 release of 991,788 gallons by Chevron Pipeline Co. That cleanup cost $150 million.

"This accident was the result of multiple mistakes and missteps by Enbridge," Hersman said. "But there is also regulatory culpability. Delegating too much authority to the regulated to assess their own system risks and correct them is tantamount to the fox guarding the henhouse. Regulators need regulations and practices with teeth ? and the resources to enable them to take corrective action before a spill, not just after."

Enbridge officials said the company had improved its operations and training after the spill and would study the NTSB report to determine whether further improvements were needed.

"Safety has always been core to our operations. Our intent from the beginning of this incident has been to learn from it so we can prevent it from happening again, and to also share what we have learned with other pipeline operators," said Stephen J. Wuori, president for liquids pipelines.

The U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration last week proposed a record $3.7 million civil penalty against Enbridge.

Oil began leaking from a 6.5-foot-long gash around 6 p.m. on July 25, 2010. Even though alarms sounded repeatedly at the Enbridge control center in Edmonton, Alberta, staffers on hand misinterpreted them. Their failure to act reflected a culture of laxity about following company procedures, investigator Barry Strauch said.

"Learning about Enbridge's poor handling of the rupture, you can't help but think of the Keystone Kops," Hersman said. "Why didn't they recognize what was happening? What took so long?"

Patrick Daniel, Enbridge's CEO, said: "We believe that the experienced personnel involved in the decisions made at the time of the release were trying to do the right thing. As with most such incidents, a series of unfortunate events and circumstances resulted in an outcome no one wanted."

Investigators traced the rupture to moisture seeping beneath plastic tape on the steel pipe, causing corrosion. Instruments detected a series of corrosion and fatigue cracks in 2005, investigator Matt Fox said. Eventually, those cracks linked together to form the rupture.

Enbridge failed to grasp the significance of the cracks or to put together findings from separate tests of pipe wall thickness in a way that would have led them to dig up the pipe for a visual inspection, he said.

Deb Miller, 57, who lives near the Ceresco dam on the Kalamazoo River, watched parts of the NTSB meeting online.

"We know and realize now that our river is never going to be the same," Miller said. "What can we learn from this and share with the rest of the country so nobody has to go through what we went through?"

TORONTO (AP) ? The CEO of embattled BlackBerry maker Research in Motion Ltd. asked disgruntled investors for patience Tuesday as the company develops new devices to rival the iPhone and Android smartphones.

Thorsten Heins, who replaced longtime CEOs Mike Lazaridis and Jim Balsillie in January, said the past year has been very difficult for RIM, as its once-pioneering BlackBerry devices lost market share to smartphones that do much more than email and phone calls.

RIM has been developing the BlackBerry 10 operating software to catch up with competitors and even surpass them, but the software has faced repeated delays. Devices running it will now miss the lucrative holiday shopping season. By the time they go on sale, RIM will have even more competition, including a new iPhone expected from Apple this fall.

Heins said the company has spent the past several months reorganizing operations and is working "around the clock" to get BlackBerry 10 out in the first quarter of 2013, a year after analysts had expected it.

"I want to assure you that I am not satisfied with the performance of the company over the past year," he told investors during RIM's annual shareholders meeting. "The management team and I have already instituted some major changes and there will be more as we work to turn around the company's performance."

Heins said the company will try to tap its strengths in corporate markets once new devices come out, but he warned that the benefits of BlackBerry 10 "will take time to have a meaningful impact on our performance." He reiterated that the next several quarters will be challenging for the company.

Heins said Tuesday that he expects the company will book another operating loss in the current quarter as the company cuts prices to sell its older BlackBerry models.

Analysts believe RIM is running out of time to turn itself around.

Sales of BlackBerry phones fell 41 percent in the most recent quarter and likely won't pick up again until new phones come out next year. By then, people will have even more choices, likely including a new iPhone and devices running the latest version of Google's Android software, called Jelly Bean. Phones running a revamped version of Microsoft's Windows system are also coming this fall.

Although BlackBerrys were once a staple in corporate environments because of their reputation for security and reliability, they've lost their cachet as iPhones demonstrated that smartphones are good for more than email. The BlackBerry's U.S. market share has plummeted from 41 percent in 2007, when the first iPhone came out, to less than 4 percent in the first three months of 2012, according to research firm IDC.

The shareholders meeting, which took place in RIM's hometown of Waterloo, Ontario, and was monitored by webcast, came less than two weeks after the company reported quarterly results that were worse than analysts had expected. It also said it will be cutting 5,000 jobs, or 30 percent of its workforce, and delaying the launch of BlackBerry 10 yet again.

All 10 directors on the company's board were re-elected Tuesday, though some investors questioned the wisdom given the company's poor performance. Investors also questioned senior management's ability to turn the company around in the face of continued declining sales and the BlackBerry 10 delays.

"We understand shareholder support is not unanimous, and it's a difficult period for our shareholders," Heins told the capacity crowd at an auditorium at Wilfrid Laurier University.

He said the product's quality is more important than rushing out the software, and he argued that some telecom carriers prefer a 2013 launch because next-generation wireless networks will be more widely operational by then.

Frank Boulben, who became chief marketing officer just four weeks ago, said he's confident RIM will have a receptive audience when the new operating system is launched next year. He said RIM will try to get the products to BlackBerry fans first in order to encourage a word-of-mouth marketing campaign.

Heins said the company plans to save money by cutting its external manufacturing facilities from 10 to three, and by outsourcing its global repair services. It is also cutting jobs as part of a plan aimed at saving about $1 billion this year.

The company also said it is examining all options, including partnerships and strategic business model alternatives to ensure RIM's success moving forward.

There's been a heartening renaissance with budget PC cases in recent years. As models like the Thermaltake Dokker ?and the NZXT H2 ?have shown, it's possible for companies to include big features and deliver good build experiences, but still maintain a sub-$100 price. It's not necessarily an adventurous look, but plenty of clever angles (the fan grille resembles a star, for example), unexpected lines, and vent-shaped depressions help the Abyss project a healthy sci-fi vibe that makes it appear more expensive than it actually is. Two grommeted holes in the rear panel (where there's also a single 120mm exhaust fan) for routing liquid cooling piping also suggested latent gaming PC potential.

Open up the Abyss and you'll see what, at first glance, looks like a typically well-appointed interior (which, for the record, is primarily white as well). Two filtered vents in the floor (including one in the power supply bay) aid with passive cooling, and a large hole cut into motherboard tray's upper-left section facilitates adding an aftermarket CPU cooler, but there aren't that many additional holes for routing cables. Space is a problem from another standpoint, too: Although there's technically room to install an oversized video card like the AMD Radeon HD 6990 , the case's interior design makes it impossible to do so in the most likely location of the first accessible PCI Express (PCIe) x16 slot, so even the attempt is pointless. It looks like it should work, but it doesn't quite.

That's true of numerous other elements, too. Eight of the drive bays (the four 5.25-inch external bays and the four 3.5-inch internal bays) use tool-free retention brackets to hold the drives in place, but having one on each side inconveniently forces you to open both side panels rather than just the main one to secure the components. This obviously saves money, but it's a poor solution; the inexpensive ($59.99 list) MSI Raptor's external bracket, which haphazardly clamped down its loose spacers, wasn't an ideal solution, but it was better (though it also required a screwdriver).

Wackier still are two other characteristics of the drive well and one of the front-panel ports. The fourth 5.25-inch bay is blocked by a mount for installing a second intake fan; there's simply no way to install an optical drive in it (though it might be able to house a smaller device of some kind), leaving one wondering why there's a bay there at all. Even stranger is the black plastic panel at the rear of the 3.5-inch bay section. Printed with the words "Remove for long card," it's precariously positioned between the second and third bays, but provided no discernible function as it doesn't block anything near even the longest cards. If you remove it, not only do you gain no appreciable component space, but you also subject yourself to the mother of all migraines trying to get back in its original position. And regarding the front-panel ports, it's nice to have two USB 3.0 ports accompanying the headphone and microphone jacks, but why is there a slot (even bracketed over) to accommodate an SD card reader when no reader is included?

Things like this don't identify the Diablotek Abyss as a serious case for serious builders. As it is, it will suffice provided your needs aren't extensive or your expectations high. But more satisfying cases are out there, for not much more money, in the aforementioned Thermaltake Dokker and NZXT H2. Facebook users were venting anger Tuesday over a move changing users' default email address to the one operated by the leading social network.

"You can thank Facebook for making that change without telling you," said security consultant Graham Cluley of Sophos.

Bloggers began noticing over the weekend that their contact information had been changed in what some called a "Gmail Killer."

Cluley said on his blog, "The social network didn't make clear that it would also be making the @facebook.com email addresses the default address displayed to your online friends.

"Clearly this all part of the site's plan to get more people using the @facebook.com email addresses, thus making the social network even harder to extricate yourself from."

A Facebook statement said the move was consistent with plans announced in April.

"In addition to everyone receiving an address, we're also rolling out a new setting that gives people the choice to decide which addresses they want to show on their timelines," the company said.

"Ever since the launch of timeline, people have had the ability to control what posts they want to show or hide on their own timelines, and today we're extending that to other information they post, starting with the Facebook address."

The move coincided with a decision by Facebook to postpone a feature called Find Friends Nearby, a location service that identifies other Facebook users in the vicinity.

Facebook, which has more than 900 million users worldwide, has been criticized in the past for changes, especially on privacy settings.

The Chinese language website WPDang.com reports that Lenovo research and development team members have met with Microsoft to discuss the matter. One big hurdle is that Lenovo wants permission from Microsoft to make its own tweaks to the Windows Phone 8 user interface.

At the moment, the only Windows Phone hardware partner with that amount of leeway is Nokia, and it's clear that Microsoft has allowed Nokia to offer up designs that are much different than the norm for its Lumia line. The article doesn't reveal if Microsoft would allow Lenovo the same kind of freedom with its possible Windows Phone 8 device.

Of course, Lenovo is also the second biggest PC maker in the world and the company already has announced plans to launch some Windows 8-based products later this fall. That includes a Windows 8 10.1 inch touch screen tablet that was demoed in June during the Computex trade show.
